POLISMART™ IRCS is a structure that combines the following components:
1. Portable (pocket or pager type) multipurpose and multifunctional instrument which is capable to measure all types of radiation and complete radiation control procedures. The instrument of this type may include various detectors designed for detection, locating and measurement of radiation. The built-in software enables the operator to identify the detected source as well. Depending on the configuration (type and number of the incorporated detectors) of the instrument its capabilities meet the requirements of IAEA, Russian standard GOST R as well as American Standards ANSI N42.32-2003 for PRD, and ANSI N42.34-2003 for RIID. All procedures of radiation control process can be completed by the wearer either independently or by following the instructions displayed on the LCD of the instrument. In general, the instrument can be used as independent radiation control equipment. The instrument also includes the unit for processing the information coming from radiation detectors. This unit ensures communication of the wearer (including audible and video) with the external sources of information, databases, experts, etc, also in real time. The unit provides automatic transmission of the results of measurement to external users or customers.

2. The DSS can be placed on the servers in local area network (LAN), corporate or wide area network (WAN) including Internet . This is the list of constantly updated and amended specialized data and knowledge bases and other information that the operator may request using the instrument as communication means with DSS. In fact, the DSS consists of two parts:

• data bases and information that ensure additional extended capabilities of the instruments
• data bases of various knowledge, standards, regulations, attachments etc, that enable the operator to make a decision independently or by contacting the experts directly.
  The request to the DSS can be made by the wearer independently in case the capabilities of the instrument are limited or its memory does not have the required instructions, regulations, data, etc or it can be made by the expert on behalf of the wearer in case when the extraordinary situation occurs and the wearer cannot make a decision independently.

In fact, POLISMART™ IRCS is a unique instrument which combines unlimited number of the various independent remote radiation detectors and the communication unit which ensures communication of the detectors with the high capacity processing unit placed in Internet. This instrument may cover any territory like a spider net thus making it possible to control automatically any appearance or trafficking of the radioactive source. The portable instruments incorporated in POLISMART™ can be used by the specialists of different services, the instruments ensure continuous operation and they can be installed at possible areas where the radioactive sources may appear. The system may also be added with the other instruments, for example with the fixed-installed monitors, the environment monitoring equipment etc. and the entire information of these events is automatically filed and then added to the DSS.

The processing unit of the DSS can be accessed not only by the first responders - wearers of the instruments but also by second responders - the experts and the responsible persons who analyze the coming information and then based on this information prepare the decisions for the organizations that are responsible for performing all radiation control procedures. The same experts may directly provide assistance to the wearers of the instruments in real time in the events when it is impossible to make a decision independently. Moreover, these experts may access other data and knowledge bases, to supervise the accuracy of the performing the radiation control procedures, develop and introduce the new techniques, instructions, procedures etc.

The DSS is a constantly developing structure which is being amended not only with the information coming from the instruments, experts knowledge, new scientific and technical developments but also with the on-line information coming from different sources; for example, all cases of theft or loss of dangerous nuclear or radioactive materials, their properties thus making the detection and identification of radioactive sources easier.

The main advantage of the POLISMART™ IRCS is that all procedures of radiation control process can be completed properly by the specialists who do not have specific knowledge or skills in this field. Moreover, the entire information will be saved and the proper decisions will be made on time thus ensuring the sufficient protection of the residents of the country and its territory from the nuclear and radioactive materials that can be illegally brought into the country.
