Actions plan #2 – Typical example of detection of the
radiation source during regular inspection of the car by the
traffic police officer
When checking the driving license of the person whose car
is stopped the instrument of the police officer gives alarm
alerting about the presence of radiation source. The police
officer should make a decision about the nature of the source.
There are several options in this situation. The first one
is that the alarm was caused by the source in the body of
the driver (the driver passed medical treatment involving
the medical isotopes). The second one is that the car is loaded
with the materials having the high level of natural radionuclides.

Actions plan #3 – Preventing terrorist attacks when radioactive
and nuclear materials can be spread in the crowded places
or during mass actions
During preparation of the mass actions or when obtaining
the information about possible terrorist attack that may take
place in crowded places it is necessary to take preventive
measures against these attacks. In these cases it is necessary
to ensure police and special services in order to detect radiation
sources beforehand. Since it is evident that the people who
apply medical isotopes for treatment may appear in such places
it is complicated to detect the source in this case. Therefore

and proper decisions to arrest the terrorist and not to spread
panic among the people in case of mistaken identification

Actions plan #4 – Actions in emergency situations. Traffic
accident during transportation of radioactive materials
In spite of the strong measures that are usually taken when
shipping the radioactive and nuclear materials by vehicles
or trains the probability of traffic accidents that may cause
leakage of radioactive materials from the shipping containers
cannot be excluded. In this situation the specialists of emergency
service together with the traffic police and other services
should immediately determine if the radiation sources are
spread, to what extent they are harmful for the territory

measures must be taken to overcome of consequences the accident.
At the same time traffic accident may happen during transportation
of normal cargoes with the high concentration of NORM that
may cause improper actions of the specialists called for the

Actions plan #5 – Emergency situation with the radiation
sources. Accident at the facility with the nuclear or radioactive
materials
The accident at any facility which may have radioactive or
nuclear materials (fire, explosion, flood, earthquake, etc)
may cause radioactive contamination of the territory and irradiation
of its population. The actions of the specialists who involved
in overcoming of the accident, actions of authorities to prevent
irradiation of population and contamination of the territory
directly depend on how fast and precise they will determine
the probability of spreading of the radiation sources in environment,
type of the sources, to what extent they are harmful from
the point of view of short-term or and long-term prognosis.
Depending on this information the measures on temporary or
permanent evacuation of people can be taken. Also additional
forces can be called for backup in overcoming consequences
of the accident or international organizations can be requested.
