ACTION PLAN #5 – EMERGENCY SITUATION WITH RADIATION SOURCES. ACCIDENT AT THE FACILITY WITH THE NUCLEAR OR RADIOACTIVE MATERIALS.

Possible consequences:

• Radioactive contamination of environment;
• Irradiation of the personnel and population of the nearby territories, specialists involved into the process of overcoming consequences of the accident (specialists of the emergency service, fire-brigades, medical officers, etc).

The required actions to ensure radiation safety and fulfillment of necessary procedures of radiation control process:

• Locating the radiation source setting up the boundary of contaminated area), including prompt determination and making the map of the contaminated areas on the radiation level (dose rate);
• Measurement of the radiation level at the facility and determination of the working conditions for the personnel;
• Determination of the isotopic composition;
• Determination of the risk level of the source from the point of view its further spreading and influencing the environment and human health;
• Informing the organizations that ensure eliminating the after-effects of radioactive contamination and that are responsible for the preventive measures on treating the radiation sources;
• Control of the irradiation of the personnel involved into the process of elimination of the after-effects of the accident.

Using the capabilities of the POLISMART™ system all these procedures can be completed in for example by the personnel of the emergency services (fire-brigades, emergency rescuers, etc) or by the specialists responsible for radiation monitoring:

• Using the PRDI or RIID they can detect, locate, measure and identify the radiation source themselves or following the instructions displayed in the LCD of the instrument. The procedures also include tying-in the area coordinates and making automatically the map of contaminated areas on contamination levels in the territory of the object and its nearby territory according to the existing regulations (the regulations can be displayed in the LCD of the instrument or obtained online);
• Using the direct communication to the DSS to estimate to what extent the source is harmful and to determine the order of taking the actions according to the Regulations that can be also automatically displayed in the LCD of the instrument;
• In case if wearer cannot make a decision himself based on the results of measurement and after completion procedures and requesting the DSS the online communication with the experts must be conducted. The experts determine the further order of actions using the information transmitted to Internet and communicating directly with the user of the instrument.
• In case when according to the estimation of the experts and results of actions taken by the operators it is clear that the extent and consequences of the accident cannot be eliminated by the emergency services, it is necessary to request the CRISIS CENTER (departmental or national) online or through the DSS system to arrange large-scale work on overcoming of consequences of the accident. Using the information obtained by that time in the DSS the CRISIS CENTER can make a decision about involving additional resources, evacuation of people, requesting international organizations and other countries to provide assistance;
• When performing the further actions on overcoming consequences of the accident all taken actions (determination of the contaminated areas, radiation levels, etc) must be followed with the similar actions of the specialists of the corresponding services equipped with the POLISMART™ instruments.

This results in that the information of all actions taken by the specialists involved into the process of overcoming consequences of the accident is automatically collected in the database. Also the map of the contaminated area is being made and the list of actions on overcoming consequences of the accident (short-term and long-term) is being determined.

All processes ad procedures are supervised in the real time mode and the collected information is saved and can be requested at any time when it is necessary.
